What it is
The World Hour is a live boss in a fixed weekly window: the whole server on the same boss at the same time, unlike the Raid, which is asynchronous. The system is not live: the design is closed, the implementation is not — and it goes in when the population justifies it, which is a condition, not a date.
How I do it
There is no step-by-step: the system is not live. What follows is what the design already fixes.
